Is there a process running that starts before the NAC client  that might 
keep the network connection open waiting for a reply that never comes so 
the client never pops?

Thanks again for your assistance. But it is still not working.

Dennis- Thanks for the instructions, this was very clear and helpful, but 
still no luck.
I have replaced both files in question, and yes, I did replace both 
jscript.dll & jscript9.dll in both locations system32 and SYSWOW64- same 
issue. 

Kelly, I did create a different user and attempted under that profile with 
no success. 

 Ah... what to do now? Any other thoughts? 

Note: I am still waiting on TAC.
