Hi Dave,
Looking at your pictures, I agree that something is scoring the original 
Offshore Spars SS cage.  Probably not a soft halyard, but a harder SS Schackle. 
 My boat, Hull #2 has the very same cage and no chafing.  

Your pictures don't show it in it's proper place.  I question if the cage is 
properly attached tight to the mast?  It should be all the way up and bolted to 
the underside of the mast top plate.    Then a screw goes through the hole in 
the bottom of the cage, probably a flathead SS.   I would also check that the 
halyard restrainer isn't too close to the mast.   I would sand the damaged area 
of the cage and  polish it using finer and finer wet sandpaper, and then I 
would check for a fair lead to the restrainer.

If you don't have a restrainer, the grooved area may have been caused by a 
snapshackle pulled too far up.  You can change to a smaller schackle and 
protect that with a plastic stopper ball.  All of your halyards need a plastic 
ball to stop to protect the schackles from getting pulled into the sheeves

Chafe of genoa halyard can come from a wrap around the furler section, so check 
that there are no sharp parts there.
