This wouldn't be implemented on Undernet because it requires you to filter every PRIVMSG sent to a channel where this mode +c is set. It has been proposed before, but always turned down. OUTsider I believe wrote such a patch, (together with Math?) that implements a new +O mode, which does exactly that.
