A +c mode isnt hard to implement, but again ircu will waste useless cpu
cycles to scan the text and remove characters. imagine that being done in 10
channels with 10 lines of text/minute. Ircu will use all the cpu cycles to
"scan & clean" the text. It is easier to add such feature in a client,
rather do it on the ircd.
