Ah! It sounds as if other people aren't aware of the background and
original intent. From what you are saying, [email protected] should be
subscribed to announce@<tlp>.apache.org. That way announcements would
automatically funnel to [EMAIL PROTECTED]
Ahh, this sounds great and this should be the use of [email protected], IMHO. Now how can we do that... at first we'll need a list of all the announcement lists, so that some friendly person from the apmail group can do the required magic to get this done (assumed there are no objections, and I can't think of one :) ).

Not all projects have an announce@, but that can be addressed. Probably a
good idea, too.
Huh, I'm not sure if *every* project *needs* an announcement list, that would mean quite a lot of very low-volume lists! At least for projects without separate cvs-/bug-lists, the development list should be really sufficient for announcements too. But we should absolutely try to address that all the projects are aware of their possibility to post to the [EMAIL PROTECTED] list. I simply can't imagine why a project shouldn't use this ASF-wide announcement list as an additional 'marketing instrument' (given the content fits, e.g. major release, drastic project change).
Well, as for the top-level projects, I'd agree that at least they should have own announcement lists...
