there is some extra effort, but it's not much. It's not an "either/or" thing. You can have a "modern system that meets all the other community needs", and still have the stuff work on the oldest currently shipping solaris release as well. As I said: blastwave does this now. if a bunch of volunteers can do it, then there is no reason why sun cannot do it.
