Nope, that's been the plan for quite some time.

One of the reasons that ON has the quality that it does is that we do
multiple cross checks.  Everything must get reviewed by at least one
other person (two other people near code freezes), and there must be at
least a third person (the CRT advocate) who has done a high-level sanity
check (e.g., did the change get reviewed by the appropriate people).
That process will not go away, but it will be made open to non-Sun
employees.

We're also pretty aggressive about testing and backing out broken bits.
That won't change, either.
