This is really a flaw in the GNU configure mechanism.  It would be nice
if autoconf's configure scripts allowed you to say:

% ./configure --definitely-use-libtiff

which would die if the library were not available, rather than quietly
leaving out that functionality as at present.

At least, I don't think there is currently a way to specify this -
anyone know otherwise?
