You are correct that the interior materials only have to be fire
resistant.
However, proof that the material meets the FAA's definition of fire
resistance must be provided by an FAA Designated Engineering
Representative
(DER) who must witness the test in a "controlled" environment; ie,
something
more controlled than my garage :-).

I suspect that the material I have in mind will pass the fire resistent
test.  But I will have to have the pretty certificate from a DER for my
plane to pass the annual each year, or to sell it, or to collect insurance
(hopefully not).  The header tank may make the issue of material
flameability moot except for these other issues.
