It's not a bug.
And manually dropping all weapons does not result in the behavior you
described. Feel free to test it for yourself on a local server with the
cvar set. (I don't have a mobile phone so Valve disallows me to host for
this top-notch game.)

They changed the player animations "recently" and this is new
behavior. Why? Because vanilla gameplay doesn't need it or rather it's
a state that never happens in shipped gameplay.
I'm sure if you kill the world entity, your game will crash. It's not
really a bug either. Mods just relied on this very special behavior
outside of the game's normal function. That behavior has changed.
You've been screwed. Fix your mods. (You might have more of an actual
point if you couldn't fix this yourself.) Welcome to modding. Now you
could ask friendly to get the old behavior restored for that very
special case (or, fix your mods), and be declined in your request.
If I could pick between a bugfix (there's enough actual bugs there),
and adding a new feature that someone else could add by himself, I'd
prioritize. I'd rather have alt-tab issues fixed (parts of the hud
disappearing or being at the wrong place), or that bug where you can't
join a team if the casual server you're playing on is full and you
wait too long, and if the autoselect timer runs out you'll just land
back in the main menu with no message.
It would have been nice to optionally revert to the old behavior, but
hey. It's about community server gameplay. They're trying to smoke us
out either way, because we don't make them any direct measurable
profit, but instead make their game live longer so they can make more
money with skins, operations and market transactions of items that are
worth something because the game the items belong to is still being
played.
