This won't change in ever, for at least the two following reasons: The
community has more manpower (finding bugs, fixing them), and the
community knows best how the game is played. If you don't want to wait a
considerable amount of time for things to get fixed officially, you
don't really have a choice. Besides Valvetime, this wouldn't be any
different for other games if they had a modding platform like this
behind them.
The voting system you see in csgo is from L4D1, and still has many of
it's bugs and inconveniences that go along with it (vgui issues such as
panels showing even if a vote is over - although this happens all over
the game, especially with alt-tabbing and on "older" resolutions - and
weird things like the possibility to start a kick vote against yourself).
The lobby/server-zombie issues we had fixed last year I think (the bug
where people could not join certain servers anymore and got some session
related message) happened in L4D1 & 2 as well and still does today.
So you see there is quite a huge gap between community fixes and
official fixes.

I still wouldn't look at this as a bug anyways. As far as
I can tell this on the ground thing is the new "T-pose"
(standing straight with the arms spread apart) that we've
been used to seeing Valve playermodels do without weapons
for years. They just happened to make that position on the
ground for these new set of models they released.
