I still wouldn't look at this as a bug anyways. As far as I can tell this on the ground thing is the new "T-pose" (standing straight with the arms spread apart) that we've been used to seeing Valve playermodels do without weapons for years. They just happened to make that position on the ground for these new set of models they released.
