I don't think it's unwillingness.  It's more an unfulfilled expectation.
The behavior of the pgup and pgdown keys is counter-intuitive.  You
get the beating for a design decision by the Gnome people here, I know.

I wouldn't look there, I'll use CDE as long as the last available
binaries will run on the then-current Solaris. :-)
