A keyboard I use requires three keys to be pressed, Shift-Alt-Page-up
and I have seen laptop keyboards that do not even have Pg-up/Pg-down
keys. To make the desktop environment more generic I think we should
not to give up on customizability and functionality compared to previous
generation of window managers. To provide this kind of simple customization
does not seem to be that complicated to me as the basic functionality is
already there.

Not directly from the GUI. In KDE you need to edit file:
/usr/share/apps/konsole/linux.keytab
It doesn't have to be customizable from the GUI. Documented key map
files or X rc files are fine for users who prefer more fine tuning.
