"Conservancy" = University of Minnesota Digital Conservancy? (Just googled)

Why do we want to change the Copyright holder at all?

Really isn't my favorite. This would bring up further discussions about 
the location of the foundation, the director of the foundation, ... . 
Additionally, I suspect that there is additonal administration overhead 
that also might have something to do with taxes etc. (At least an 
official invitation to a yearly members meeting to vote for the 
administration and stuff)

I really think this isn't what we ought to do - we can't afford to 
sacrifice manpower for unneccessary administration overhead.

Since I haven't got a well overlook on this topic, I can't say what I'd 
prefer at the moment, but if in doubt, I'd say we defer the licence change.
