In our case the Conservancy is the Software Freedom Conservancy
http://conservancy.softwarefreedom.org/.
Since it is many many years since we have been in contact with the Regents
of the University of California and the only reason for having them as a
copyright holder is because it was so initially, I have assumed that they
don't care that much about ArgoUML. We would like to have the copyright
holder a little closer to the actual work than that and someone that will
speak on our behalf if needed.
If we would like to change copyright in the future or license using another
copyright for a specific purpose, you have to convince the Copyright holder
of this. If the copyright holder is hard to reach or if it is impossible to
make sure that noone is excluded it becomes difficult.
