They were the copyright holder, because AFAIK it was the only way to make Argo 
OSS.
That took months of negotiations and some compromises like the BSD license 
(because
Argo code was used in another project, that was commercial or at least not OSS).
IIRC we were never told, what the other project was, so I have no clue if they 
still
rely on some recent Argo code. 
But I'd definitely talk to the UCI lawyers, before those licenses are changed...
