There's no problem with changing the license.  They're just not set up
to be the copyright holder.  They're set up to hold money in escrow
for clients, but not copyrights or other assets.

SFC does it for free.  Linus and I had a conference call with them a
year and a half ago and went through everything with their director
and two staff lawyers.  They said at that time that a) the license to
anything and b) the choice of the license was up to the people running
team and was a decision that should be made based on the values that
they held important.  The head of the SFC is GNU guy, so if it was up
to him, he'd probably pick the GPL.
