I don't understand your complaint. You require from us non-editable
documents, and you get them with the source easily available.

Documents that are licensed under Creative Commons, have to be in a
Non-Editable format, as per the OOo-Community Council.
This is as I understand it. We cannot have Creative Commons licensed
files on our site that are in an Editable format. PDF is the currently
the only acceptable format for these documents that I and Gerry are
aware of at the moment.
