I don't think that's right. None of the open source licenses have a requirement to track changes, and there are some very smart lawyers who have worked on "open source" since before it was called open source, and none of them have added this sort of requirement to any FOSS license.

You should read again the GNU FDL and the paragraph 4 Modifications.
http://www.gnu.org/copyleft/fdl.html
And this is an FSF Free Documentation Licences from what is said on their site.

Hi Sophie. I think you are referring to this section:

<snip>
[Requirements:]
Preserve the section Entitled "History", Preserve its Title, and add to it an item stating at least the title, year, new authors, and publisher of the Modified Version as given on the Title Page. If there is no section Entitled "History" in the Document, create one stating the title, year, authors, and publisher of the Document as given on its Title Page, then add an item describing the Modified Version as stated in the previous sentence.
</snip>

This is not tracking changes. All you need to do is say that you modified the document (title, year, new authors and publisher). You are not required to state what you changed. It would look like this:

   HISTORY
My Document - 2004-03-21 - Daniel Carrera - My Publisher
My Document - 2004-03-28 - Sophie Gautier - My Publisher
My Document - 2004-04-01 - Jean H. Weber  - My Publisher

This requirement is only slightly annoying. It doesn't have any of the problems I described for the PDL one.

Best,
Daniel.
