Maybe I didn't explain myself well. When I say "track changes" what I mean is keeping a record of what was changed. For example, if you use OOo's tracking changes feature it shows you exactly which line was changed by who on what date. Same for CVS and other change-tracking software. As for "identify", the only way I know of identifying changes is to say exactly what was changed. The PDL even gives CVS-like software as an example of how to comply.

I don't think you'll find anyone who says that authors or documents shouldn't be protected. The question is whether the PDL provides any protection, and if so, whether it's worth the drawbacks. For example, knowing the name of the person who added chapter 12 does not protect you against copyright infringement.
