One of the key-factors is communication. You need to know early that somebody is working on a new documentation reagarding topic XY, so you can keep up with the translation. Especially if it is a larger one. There is no way to search for keywords in documentation, there is not even a common place to look for documentation. Every project handles it differently. And one point to consider is licences. But synergy is a key factor. In an ideal situation, people from different language communities would be working on the very same documentation, maybe each one contributing a different chapter. So when it is technical documentation, then I don't think it is necessary to translate it.
