One of the key-factors is communication. You need to know early that
somebody is working on a new documentation reagarding topic XY, so you
can keep up with the translation. Especially if it is a larger one.

Knowing about it when it is finished sometimes is too late because one
has started a similar doc in the meantime or because the doc is just too
big to be dealt with in a small amount of time.

We are lacking a document management system. There is no way to search
for keywords in documentation, there is not even a common place to look
for documentation. Every project handles it differently.

And one point to consider is licences. If the documentation is PDL as
the guideline says, then there's no problem though.

But synergy is a key factor. In an ideal situation, people from
different language communities would be working on the very same
documentation, maybe each one contributing a different chapter.
But then again this would require a big deal of organization and as well
dedicated volunteer that will translate the stuff from one language to
the other in a timely fashion...

Hmm - I don't think this is necessary in general. As you wrote in one of
your other posts, the IT language is english. So when it is technical
documentation, then I don't think it is necessary to translate it. 
Maybe once all the user-related stuff is covered ;-))
