His experience in standards as well as in languages / alphabets around the
world as NLC Lead makes him the perfect candidate for the job.

Being a liaison does not require development skills and is not very time
consuming. Though the person should be able to cope with standards, know the
structure of the product he/she is representing as well as be familiar with
languages, alphabets and related issues in contemporary world.

He/she should be able to represent OOo to the
consortium, and occasionally he/she may need to represent other FLOSS
products as well, since they are obviously underrepresented.

The members-only mailing list as well as public ones are not very
traffic-intensive.

So again, +1 for Charles.
