This is the core issue for me, from the larger Apache perspective. Domain names using Apache marks - especially when they have interactive traffic about the Apache project itself - work best when the domain name itself is owned by the ASF. That ensures continuity for the future, in the case where a party (which includes individual PMC members) stops contributing to the project. When the ASF Infra team has direct admin access to a service or domain, we know that the ASF will be able to manage it for the future.
