I haven't abandoned it - there's no other feedback to go on for
improvements. I'm happy to make other changes if people want them, or
to keep discussing this, but from the 2+ week silence, it seems that
the discussion is finished.

The CSS approach is at the bottom of the page, in the section titled
http://wiki.services.openoffice.org/wiki/Website/Localization#Customizing_the_Links

I'm not sure whether using the CSS technique of absolute positioning
to replace the header would be worth the trouble in terms of
accessibility: duplication of HTML should be avoided IMO. In the case
of the navigation, I think the disadvantage of duplicating HTML is not
as great as the advantages of being JS-independent and more search
engine friendly.
