If we create localisation support step by step in accordance with demand
and willingness to contribute by those who want to use the individual
languages, I propose to reuse the donated bundles in a different approach.
The approach is, create and publish localisation support as plug-ins for
each language separately.
I've had an hour spare time this morning, and I've got a german language
plug-in (nbm) to work ready for NetBeans 11.1. Technically, this is no
difficult task, but the license issue remains. But, of course, fixing one
language is much less work than 25. All of it can be documented in
Confluence.
If proceeding this way, then there's no need to integrate the language part
of the 3rd donation into the main repository. We'd rather create a separate
one on GitHub.
