from my perspective: Because all changes merged in the PHP area had one goal: PHP 8 support. Many changes are worked on by independended persons and are so small, that it is a single PR, that is intended for master. Where else would that go? Of couse, I can propose PRs, do reviews, but then PRs, that are not immediately merged become stale and will get out of focus. Having a "next" branch might help with that. But we have to be prepared, that merging "next" will then create merge conflicts. Raising a new problem: Who merges "next"?
