Jan, Hagar is talking about Admin rights on the old Forum 
http://www.oooforum.org/. No one has Admin rights on that forum, so no 
anti-spam measures can be put in place.

Hagar and Imacat have Admin rights on the current OO Forums hosted by Apache.
