Note these are issues with client side rendering, not with vector 
tiles - those are ultimately independent things.  That client side 
rendering is often not very efficient if you consider overall costs is 
a given.

Especially when serving different styles from the same infrastructure 
(as most vector tiles map providers do) there is certainly potential 
for energy saving by caching the vector representations on the server 
side.  If the way this is done with current vector tiles stacks is the 
most efficient approach for that is a different matter of course.
