Both are more or less equal important.
And for both, the challenge is more or less the same:
finding, and keeping involved new people, that are not payed staff, asks much time for the right plans and to introduce and help the people.
(And maybe also some more cultural improvements.)

Since the time we have available is limited, a plan is important, so that we know what we start at. And it might be wise to start not too ambitious, to be able to handle all the work.

That said: I like to contribute a bit to such (a) plan(s) and the realisation of it.
