Morning Joost,

OK - good point, so let's limit the discussion to people that are not
(currently) developers.

Actually, let me try to refine my thinking here:

I was thinking of a particular person, he is not a developer, he is
active with the Base mailing lists and web forums and he has can
confirm rights in issue tracker.
He is not part of the QA database team (yet). I didn't know how many
other folks there are like him.
