One quick comment - I don't really see getting QA volunteers and Developer volunteers as equal - Dev trumps QA any day, every day, IMO.
*but* I don't see it as a zero sum game either, on a couple of levels. One of which is: Recruiting folks to work on QA can lead those folks towards getting involved in actual development. This doesn't have to be mainline development even, for example there are issues that will come into the system that could be addressed as extensions ( thinking of enhancements here I suppose ) and I don't think it is too far fetched to see a pool of QA volunteers producing some number of folks capable of taking on these smaller projects.
