I would say it would be inappropriate because that page is not a measurement of worst offending councils, it is simply a status page of the reports on FixMyStreet. The figures do not tell you anything about a council's performance; don't take into account different types or size of council; most basically, that an "open" report does not mean an "unfixed" one. We don't want councils coming along and marking all reports as fixed because they think that means "closed" and are worried about their "performance".
We are looking at ways in future to provide more nuanced information, based on e.g. questionnaire responses, plus provide more ways of updating reports so that better information can be drawn (e.g. a report about something that is not the council's responsibility could be marked as such, providing more granularity than just open or fixed), and even perhaps ways (e.g. mobile website) to try and discover up-to-date information on very old reports.
