Would it be inappropriate to do a gmaps mashup with this

worst offending councils?
We "cheated" on FillThatHole.org.uk and decided to publish a council
league table even though technically it doesn't have much statistical
validity.

What it has done is get councils, well, some of them, seriously interested
in helping to keep our database up-to-date. Pressure from local newspaper
reporters is the usual route to cooperation! We make sure that we explain
the pitfalls in the data to the reporters, and they usually get the point
but publish the results anyway...
Would still like to have our first XML-RPC link to a council database, but
I think that's some years off still. This looks interesting:
