You can't have submission with KSKs. You can fool yourself into thinking
you can. For instance, you can make an SSK and then give out the private
key. This is the same thing as having a KSK. In-freenet key indices and
all things EOF require publically writable spaces, which is the same thing
as KSKs in all ways that are meaningful.
