In theory you are absolutly correct, and if you remember, that was the original plan. It was only after the Usenix board pulled the plug on having the program be SAGE that LOPSA was created as a separate organization. And given that SAGE apparently disappeard a couple years ago, in spite of USENIX continuing it and a substantial portion of LOPSA members being in both groups, it's hard to say what would have worked there.

We can speculate about what may have been, but it's impossible to know for sure.
