You are correct that they would have more sway - however that only applies to 
the larger event itself or smaller events in the same space.

When you host an event at a hotel you don't deal with the corporate parent, you 
deal with the site staff. Walking into a hotel in New Brunswick and saying 'I 
host a 10,000 person event in Boston and San Francisco' does absolutely nothing 
to improve your bargaining position unless you are talking about moving the 
larger event there as well.

If all regional events were to be held in the same hotels as the larger events 
- it would be very beneficial. Otherwise unless Usenix has full time event 
management staff to handle planning, contracts, and coordination the benefits 
would be minimal.

The best thing to improve LOPSA's ability to negotiate with the hotels is 
increased room reservations by attendees. You book enough rooms and event space 
and services can be free. If LOPSA could walk in and book a hotel solid for an 
event they would hold power closer to that which USENIX does for LISA.
