Agreed - but if mayority community members do not know about the
council, this is (imo) an indicator that the council in its current form
failed completely and is not relevant for the community.
... or maybe not relevant wrt items that most people focus on...
The idea, structure and charter of the council is written at

please ask.
I'd guess the real question is, what the council is and has been working
on? Not easy to tell in some words .. I'll have a look (Sophie did a
collection of Council's tasks for the recent years - I need to look for
it).
As you know, work is ongoing to get more structure in the activities.
