While Gnome itself is not directly education related it has

Translating these applications only requires translating a couple
of English strings. If I understand correctly about 40,000 messages.

The relevant number is not the number of messages but the word count of
the target text. When translating English -> Hebrew texts tend to shrink
by about 20%.
Rates vary. The ITA recommended rate is approx. 76nis/250word target
(before VAT), and you can definitely get a good professional translator
for this rate.
The scope of this job is quite large. A couple (or more) person-months
(depending on the actual word count, which I can't estimate from the
number of messages).
