That is a false dilemma. We can (and should) consider possible use/abuse
of specifications we publish, but that does not imply worrying less
about technical quality.
Some people send spam. We'd better deprecate all the email specifications.
Some agencies make silly or terrible rules. And there are so many
agencies. We'd better shut down the IETF because any specification can
be abused and probably will be.
Perhaps you can offer a rather more focused, specific and deterministic
concern?
