This highlights that the example that was provided was of a university that might be asserting 'global' policy under its domain that isn't really valid.

That is, the problem with a component group's being affected by a higher-level domain's default record is, really, a problem that is internal to the organization, not one that should entail accommodation by, and the considerable costs of, a public standard.
