I think it means ‘if any tests have been run then they were successful,
but perhaps none have ever been run’.

Not with the error you're getting, no. The kernel is running but can't
find the initramfs, initial RAM filesystem, which contains all the
initial code and data to use, from the instructions given to it by the
bootloader, e.g. GRUB.
