Ok, indeed there is no PO/MO file in the binary package, only in the source 
package, which is quite unusual. The reason is that translations are gathered 
into text files, one per stamp image. So this mean putting PO files on 
Transifex is not enough, we must learn how to put them back into the text files.

Note that I didn't know a separate source package was available!

There are scripts in the "po" directory for converting the text files to PO 
format (and back) for easy translation to different languages. Therefore you 
should never add or change translations in the .txt files directly.

from the readme.txt
In this directory you'll find scripts for converting
the stamp description files to and from gettext PO files,
for use by translators.

Run the following two scripts (in this order) everytime
a stamp description is added or changed, or a translation
(PO file) is updated:

createpo.sh
createtxt.sh

Note: Never edit the translations in the .txt files,
or run the .py scripts directly.

The config package is not installed in DDL. I can't see what it would bring to 
do so since nobody has ever asked to have it installed :).

You might be right. I see it as an essentiel part of Tux Paint. It is important 
for teachers and others who wants to have a different setup for Tux Paint as it 
is very easy to use through its point and click. A lot of the development for 
the last version was introduced in config. A screen keyboard was added for text 
(and I hope to be able to get a Danish version in for the next release) among 
other new developments. But of course there are pros and cons.
