With a couple hundred partners, AS/2 "per each" is inexpensive. But with only 
one or two partners who want AS/2 , it's another 
story.

When you have to consider the expense of "EDI-enabling" a customer who does not 
buy all that much from you anyway, his insistence on 
expensive communications may move him from the "Sure thing"  to the "I'm sorry 
your volume is insufficient to warrant us setting you 
up for EDI" group and at that point he is referred to one of the "EDI services" 
  (eg GCommerce in Automotive, Opticom in Optical, 
MedAssets (formerly Broadlane) for health care (supply chain transactions) who 
specialize in handling "little guys,"  often by 
providing a "web portal" and then reformatting "web orders"   to X12 and 
sending to the vendors.

I deal amost entirely with "sellers"  who have between, say, twelve and fifty 
discrete trading partners which, via the "EDI 
services" mentioned above can put their total number of  discrete CUSTOMERS  
well over two hundred.. many of whom might never 
otherwise enjoy the benefits of EDI (or in the 'services' case, simply "online 
purchasing") given their low volume of purchases from 
any one specific vendor.
