I loosely follow devtalk.blender.org ...
Blender is an opensource project which I heavily use.
Blender has a bunch of paid fulltime developers, but I never read about 
requirements.

to decide."

That's the collaboration I like. There is a group of developers that come to 
an agreement. Perfekt :)
