From the foreigh manufacturer's point of view I believe that it is important to keep from getting tied up in knots too soon. 'No unreasonable requirement should be implemented before its time' is a good mantra. Let the regulators be the ones who get their undershorts tied in knots over all of this; manufacturers should continue to provide a reasonable interpretation of the requirements until the changes are adjudicated formally. Just saying so don't make it so right away. Some food dragging and pushing back is always in order.
