Dave, what the un-official position on making something such as a 
redesigned #209 primer nipple for a BP rifle?  I don't think there is a 
problem with me making my own for my own use, but what if I wanted to sell 
them?  Its known that BATF draws the line between primitive weapons, and 
modern BP, needs approval for purchase because it doesn't use a nipple and 
musket caps, but a #209 to do the ignition.  This is an item that TC, who 
made the gun as a dual convertible ignition model in the first place, will 
not supply.
