I bought a blade for one of those, with an eye for using it to sharpen 
carbide tools.  If it can shatter and essentially destroy carbide, I'm sure 
it could make sand out of a solar panel.  The diamond is way too coarse.  
But dremel sells a diamond wheel about 1.75" in diameter for a $20 bill 
that might be usable, its fine enough to put a great finish on a carbide 
tool.

Run the dremel at its minimum speed to reduce the heat and the rate of the 
diamonds ablation, and just touch it. You can't hear it touching, but with 
the light just right, you can see the dust of the abrasion drifting away.

But, its going to be slower than the glass cutter.  The guy on you-tube is 
not doing it right when he retraces the cut, one cut is all it takes.  The 
flex in the support plate its laying on counts, so I'd be tempted to use 
the glass cutter on a granite surface plate.  And I'd start with a new 
cutter each session.
