Perhaps Outlook uses MAPI for message submission as well as for message
retrieval. Can you telnet to port 25 on the Exchange server? Open Terminal
and type:

telnet hostname.exchange.dom 25

Do you get a "220" response back from the server (Type "quit" to end the
telnet session)? If not then, either the server doesn't have the SMTP
service enabled, or you are having firewall issues. If you can telnet to
port 25, perhaps the Exchange admin hasn't allowed SMTP relaying from your
subnet. If Outlook submits messages via MAPI then this oversight wouldn't
affect them.
