Curly quotes appear only in HTML (formatted text) messages. In Tools menu/Autocorrect.../AutoFormat, uncheck "Replace straight quotes with smart quotes" , and now you won't get them. That's what I do. That will fix it. [Also you seem to be using HTML (formatted text) for all your messages? You could always change your Preferences menu/Mail & News Preferences/Compose, to make your default format plain text instead. Plain text does not have curly quotes. But it's usually a good idea to keep your Reply preferences to "Reply in the same format as sender".
